Go to the Cambodia guide

It is just past midnight at Phnom Penh International Airport, and the sign for “Transfers” points to the right. In front of you, a traveler hesitates at the barrier, as the staff asks for the boarding pass for the next flight and a printout of a hotel booking that should not be necessary for pure transit. In Cambodia, a transfer can take minutes or get stuck on a detail.

What “visa-free transit” means in Cambodia

Visa-free transit in Phnom Penh only works when you do not pass through Cambodian border control. This practically means that you stay airside, that is, in the international transfer area, and continue on a ticket chain that the airport and airlines accept as a continuous journey.

However, if you need to collect baggage, change terminal flows, or check in again at a landside desk, you are considered an incoming traveler. In that case, a visa or visa exemption is required, and Cambodia does not have a general visa-free entry for Swedish citizens on short tourist trips like some other countries in the region.

Official Framework to Rely On

Cambodia’s immigration authority describes entry as linked to passing through immigration and the requirements for a visa or entry permit. The practical conditions for transit are therefore governed by whether you need to go through immigration, as well as the transfer rules of the airlines and the airport.

If you cannot stay airside all the way, plan as if you are entering Cambodia and arrange for a visa in advance.

Three Ways to Change Flights in Phnom Penh and How They Differ

In Phnom Penh, you typically see three scenarios. They may sound similar when booking, but they are completely different upon arrival.

Through Ticket with Baggage to Final Destination

This is the smoothest option. You check in at the first airport, receive boarding passes all the way, and your baggage is tagged to the final destination.

Upon arrival, you follow the transfer flow and show your next boarding pass. You should normally not need to show a hotel booking or cash since you are not formally entering, but staff may still ask to assess whether you actually have a continuing journey.

Separate Tickets and New Check-In

This is where most problems arise. If your tickets are separate, the first airline may refuse to tag the baggage all the way. You then have to collect your bag in Phnom Penh, which requires passing through immigration.

Once you are landside, you must meet Cambodia’s entry requirements, including a visa. If you lack a visa, you may find yourself in a situation where you cannot either exit or check in for your next flight.

Overnight Stay Between Flights

An overnight stay at a hotel in Phnom Penh always means entry. Even if you are just going to sleep for a few hours, you must go through border control again.

Here, the choice of visa becomes central, as it affects how quickly you can leave the airport and how much paperwork you encounter.

Comparison of Options for Swedes Changing Flights in Phnom Penh

OptionRequires Passage Through ImmigrationVisa Needed for Swedish CitizensTypical AdvantagesCommon Pitfalls
Airside transit on through ticketNoNo, if you really stay airsideQuick transfer, no immigration cardNext flight changes, boarding pass missing, baggage not through-checked
Transit with separate ticketsOften yesYesSometimes cheaper ticketsMust collect baggage, new check-in, you get stuck without a visa
Entry with e-visa (tourist) to change landsideYesYesPredictable process, you can leave the airportIncorrect information in application, wrong type of visa, time pressure with delays
Visa on arrival upon arrivalYesYesCan work if everything alignsQueues, requirements for photo or cash, risk with tight connections

A practical rule of thumb in Phnom Penh is that “visa-free transit” is a logistical situation, not a right. It must be possible to make the transfer without you becoming an incoming traveler.

Pitfalls Specific to Phnom Penh

Phnom Penh is smaller than many regional hubs, but the procedures can be stricter than one might think when something deviates from the standard.

The Boarding Pass is Your Key

Transfer staff often want to see a valid boarding pass for the next leg. If you only have a booking reference, you may need to go to a transfer desk to have a boarding pass issued.

If the airline cannot or will not give you a boarding pass airside, you may be forced to go landside, and then a visa becomes a requirement.

Baggage Not Through-Checked

It is common for baggage not to be able to be checked through if the tickets are separate, or if different airlines lack interline agreements. This can also happen with certain low-cost arrangements.

When baggage must be collected, there is no “transit shortcut” in practice. You pass through immigration, collect your bag, and go to the departure hall again.

Time Margins and Late Arrivals

Phnom Penh can have clear peaks when several international flights land close together. This can slow down the transfer flow.

If you have separate tickets and a delay causes you to miss your next flight, you may suddenly need to stay overnight, which in turn requires entry and a visa.

If you are traveling on separate tickets, build in margins and have a plan B that includes a visa, not just a new flight time.

Immigration Card, Information, and Documents That May Be Requested

During pure airside transit, you typically do not fill out an immigration card since you do not go through immigration. But if you must enter, you may need to provide information such as an address in Cambodia, flight number, and length of stay.

For e-visas and certain forms, it is important that passport details are written as in the passport’s machine-readable line, especially passport number and name order. A single character error can cause a stop at control.

Also, be prepared to show a onward ticket. Cambodian border control may ask for proof of exit, and sometimes also for a residential address.

Recommendation for Swedish Travelers to Avoid Problems

The most robust solution is to book a through ticket all the way via the same booking, with baggage to the final destination. This gives you the best chance of being able to stay in transit without a visa.

If you still need to travel on separate tickets, or if you have the slightest risk of needing to collect baggage, the advice is to arrange for a visa in advance. E-visas often provide a more predictable arrival than relying on a visa on arrival, especially if you land late or have a tight connection.

A Quick Checklist Before You Lock in Your Booking

  • Is the ticket through and issued on the same booking reference?
  • Does it state that the baggage is checked to the final destination?
  • Do you have a boarding pass for the next flight, or can it be collected airside?
  • Is the connection time realistic if the transfer queue gets long?
  • Do you have a plan if you miss the flight, including that you can arrange for a visa?

Customs and What Happens If You Actually Enter

If you pass through border control and enter the arrivals hall, you are subject to Cambodia’s customs regulations. You may need to declare certain goods, and you may be subject to random checks.

This also affects your return to the airport. Arrive on time, as queues for security checks and immigration can vary greatly.

When Visa-Free Transit is Reasonable and When It is a Gamble

Visa-free transit in Phnom Penh is reasonable when everything is through, you are traveling with hand luggage, or have checked baggage, and you have your boarding pass ready.

It becomes a gamble when you have separate tickets, checked baggage, or a transfer that requires new check-in. In such cases, it is often cheaper to spend a little time and money on the right visa than to risk a missed flight and a night you cannot complete.

If you want a journey that holds even when reality changes, choose arrangements that do not require you to improvise with Cambodia’s border process in the middle of the night. That is where most pitfalls lie.
