Correct path
Apostille via Notarius Publicus is enough for Swedish public documents used in Russia. The embassy in Stockholm does not stamp that chain. A visa power of attorney is a different product.

Overview
ZAGS, MVD and Russian universities accept apostille from Notarius Publicus. That is not the visa power of attorney for the embassy in Stockholm. The form decides whether it is civil status in Moscow or St Petersburg, diploma recognition or a background check. Authorized Russian is added when Swedish will not be accepted.
